Parent Voices is a project of the California Child Care Resource and Referral Network (the Network). This chapter organization works throughout California to improve access to child care for all families in their communities, in California, and in the United States.
Parent Voices is a partnership of parents throughout California. A Statewide Organizer works out of the Network, and local chapters are housed at child care resource and referral agencies (CCR&R’s). Parent Voices combines leadership development, advocacy, and community organizing in its efforts to increase funding, improve quality, and provide better access to child care.
Parent Voices value working toward social change by developing new community leaders to advocate for child care and respond to emerging issues, having parents and child care consumers identify our issues and solutions to those issues, acting with passion and resolve, and having strong and articulate parents govern the policies of the organization.

In 2019, Parent Voices pushed for two pieces of legislation, AB 194 and SB 321. AB 194 would invest $1 billion over three years into the child care system. This would expand access to the affordable, flexible child care that will have a two-generational impact by supporting the child’s healthy development and mothers can build their family’s economic security. SB 321 seeks to fulfill the promise that families would have affordable child care to keep their children safe and learning and that families would experience no break in child care services as they transition between the three CalWORKs child care stages. This bill would give all children a strong start and their working mothers the viable chance to attain economic security.
In the 2018-19 California budget, Parent Voices helped changing the budget so funding was added to multiple programs including the Early Education Expansion Program, Emergency Child Care Bridge Program, and increased funds to many other areas: Standard Reimbursement Rate, new Alternative Payment Program voucher spaces, and funds to add full-day slots in the state preschool program.
Parent Voices works with four coalitions: Equal Voices for America’s Families, California Work and Family Coalition, The California Partnership, and The Health and Human Services Network. With each different coalition, they fight to win protections in the state budgets as well as other issues that impact working families.
